It appears to me that sleeveless hoodie dude is trying to convince his sleeved hoodie friends to come over to the sleevless side. Perhaps he ran out of oil rags whilst lubing his fixie and was forced to remove his sleeves in his quest to keep the chain in tip-top shape. He is a giver.
